Julie Heslin McCartney

Julie has worked in the drugs field for almost twenty years.

Her previous work has included delivering and managing third sector services in residential treatment, homelessness, assertive outreach, injecting equipment provision and community recovery services.

Julie most recently worked as Clinical Effectiveness Lead with the Scottish Ambulance Service, rolling out an extensive programme of work which included naloxone provision, connecting patients to post-overdose support, supplying injecting equipment and providing harm reduction education packages for front line ambulance crew.  Recognising the Scottish Ambulance Service was the only ambulance trust in the UK to have such a programme, Julie supported ambulance trusts in England and Wales to introduce similar initiatives to improve the emergency response to patients at risks of drug related harm.

Julie has a passion for reducing inequalities and improving population health for the most vulnerable people in Scotland. She has experience of working closely with key stakeholders and partners from Alcohol and Drug Partnerships, third sector services, local government and emergency services.
